cummins idle problems

I have a 2003 cummins HO, 6 speed manual 3500 ram. at idle it will quickly idle down to about 400 then return to 800 or so which seems like normal. Then at stoplights it will sometimes idle at about 1200 rpm. Any ideas? Do I have an EGR valve?
