4x4 ACTUATOR 2007 4Runner

I've been told I need a new actuator for my 4x4 2007 4runner because it will not go into 4x4. The dealer quoted me (parts&labor at $1,750.00 . Is it just me or is this a "HIGH PRICE? They have had my 4runner for 2 days now and just found out the problem. Not sure what to do! ANd ideas out there.
