99 Jeep wrangler 4.0 5 speed transmission sticks between 1st and 2nd

shifter will not move to 1st or 2nd with clutch in or out but will go in every other gear no problem only way to shift is to go into reverse quick and back out and then it goes right in or if I shut it off it will go in. tried changing oil shifts better in cold weather but still locks up. please help?
