2002 Jeep Cherokee Laredo HELP!!

I have a 2002 jeep Cherokee Laredo that is having a few issues. First thing, got a smell of gas, you can see where it is leaking but no one seems to know what the part is called! It is located in the middle of the fuel rail and it is starting to get worse. Can't replace it because even the Jeep dealer didn't know what it was called! Second thing, we used the 4x4 for the first time last night and now when you drive it, the right front tire locks up! Not sure what is causing this but any and all suggestions will be greatly appreciated! This is my only vehicle and I need it to get to and from work. Thanks in advance!
