05 Accord Hybrid

I have an 05 Accord Hybrid w/ 116000 miles, no problems with car until recently. Going to replace timing belt because of mileage, but the problem is when I'm driving between 30 -45 mph I'm getting like engine or transmission hesitation and only getting around 20 mpg. Is it worth it to replace the transmission if needed or could it be something else?

    Also sometimes start the car and the engine is running but the steering wheel is locked, I turn it off and restart and the wheel unlocks.
