Lincoln Town Car Turn signal help!!

I have a '99 Lincoln Town Car limo. The turn signals and flashers will only work when I physically hold the steering column in the highest position possible. When I release the steering wheel and it goes to the locked position, the signals stop working, therefore I'm not able to use the four-way flashers when I'm unloading passengers, or out of the car. The multiswitch was supposedly replaced last year and the signals/flashers worked fine, but only when steering wheel was locked in a certain position.
Any help would be greatly appreciated!

    Since the turn signals and flasher are working, the problem is probably not in the multifunction switch. The switch, however, has to be removed to make the fix. Remove the switch and check the wiring connector on the steering column for a loose or broken wire, or a wire that has a pin that is loose or burned in the connector. There should be a single black wire that runs towards the ignition switch. Check to see if the little plastic piece at the end of the wire is not broken, the wire is not broken, and the covering on the wire has not worn through.
