no power to fuel pump - 1990 Camry LE

PROBLEM: No electrical power to the fuel pump from ignition.
It will run with a jumper wire from the battery to the Fuel Pump, but it won’t idle correctly.
I removed the fuel filter and connected a clear plastic hose to the delivery tube to observe how the fuel flowed. The Fuel Pump does not prime when the key is first turned on but will actuate in the “crank” mode but will not continue to operate in the “on” position after passing through the crank mode...... so this is an ELECTRICAL problem vs a FUEL DELIVERY problem.
Is there a relay I should be looking at ?? I replaced the EFI Relay with no improvement.
