VW Jetta front shocks

i got a 1994 jetta i am replacing the shocks in the front. my new shocks didnt come with the springs so i want to take old springs and put them on the new ones. someone said i needed a compression tool
to do the springs. is there a way to remove and put the springs on with a compression tool? im tapped out right now because of everything else on the car that needed to be replaced
