Cannot get the front axles to engage. 2004 GMC Sierra 2500HD.

I cannot get the front axles to engage, I have replaced the front actuator, and the 4W/D indicator lamp switch which did not help. My next step is to look for a broken wire in the harness going back to the transfer case. The fuse on the right hand side of the dash is good. This is a manual shift transfer case. Does anyone have any suggestions.
