Need a sleeper car with low insurance prices.

Hi all,

I want to get a new car but due to my current situation (22 y/o male with no previous insurance [I will be listing my mother who is 50+ with a perfect driving record as a secondary/primary driver), insurance prices are extremely high for me. My goal is to get the best car possible preferably under $30,000 but am willing to stretch to $35,000 that can be modified afterwards. I need the car to be either all wheel drive, rear wheel drive, or 4 wheel drive due to living in Washington state (snow, rain, dirt, mud, etc. on the road) and with a manual transmission.

What I'm trying to say: I would like a car that is cheap to insure (under $2000/year), easily modifiable engine, does not look like it's a race car unless cheap to insure, is either rear wheel drive or all wheel drive, and has a manual transmission.
