1998 dodge 1500 360 wont start after rebuid

I had this truck rebuilt and now it starts quick and in 2 seconds it quits. changed crank shaft sensor. it has gas, spark and no codes. its firing back up the intake manifold. another mechanic says the timing chain is off a tooth. the original mechanic swears he has it right. HELP!
