no fuel at inlet side of fuel filter.
if fuel filter has not been swapped, it is probably clogged, please consider to replace it? if fuel filter has been swapped, issue could be clog in fuel line from fuel tank, or clog on fuel intake/screen inside fuel tank? also while testing possibly consider to remove/loosen/retighten fuel filler cap to equalize/vary pressure within the fuel tank.
