Braking issues but not locking up? 2002 Dodge Dakota

So I bought a 2002 Dakota quad cab 3.9 the brakes don't lock up like others have said but they grab when you push a little hard on them like a panic press. Basically the front breaks will grab and skip and grab again making it to where I have to drive far behind people because if not i would slam into the back of them any help?
