Ford Escape Misfire p0354 active.

My escape stared acting up and I'm now stuck and am afraid it's the PCM. I've tested the wires to the pcm, no short on signal. No pin to pin short. Power is shared between all COP's and continuity is good as well. Pins have no corrosion and switching COP and spark plugs will not change the fault or engine performance in any way. I checked voltage at power and has 14v while running and signal is putting out a steady 5v. Was reading up and signal data goes from 5v to 0v for communication. If the PCM is sending 5v and not changing or sending any data to plug 4, dose that mean my PCM is no good?
