Steering wheel issue when ignition is off. Hyundai Sonata.

Has anyone noticed that the steering wheel moves smoothly as if ignition is on for few seconds right after you turn off the ignition?

My Sonata's steering wheel is doing so for few seconds before it hardens & locks if continuously moved.

I am kind of worried because none of my other cars had this kind of issue.

Anyone with the same situation?
