2013 Ford Escape Rear Seat Belts

The rear seat belts on my 2013 Escape will tighten on you even if there is no sudden stop. They gradually get tighter and you have to unlatch them, let them retract fully, then latch them again. They will then begin to tighten again. The dealer's service department said that this was the way they were suppose to be???? Anyone else having this problem?
