    All of these systems operate with a 12" distance limit; this is how they have always been designed. The solid tone is not to tell you to stop, but rather to tell you that you've come so close (one foot) that you should take extra care in moving forward or aft the next 12". It seems like a STOP tone because if you were driving faster (for example, carelessly backing into your garage because you've done it so many times that you don't even think about it) the only thing left to do would be to STOP. You'd be surprised how much momentum you can scrub in one foot at 5 mph.

    I am a little doubtful that is an actual parking spot. It is obviously a stairwell and probably isn't meant to be blocked.
