2002 Toyota RAV4 speedometer and fuel gauge not moving. Low miles.

Hi, I checked the fuses, all seem in tact, but located the fuse for these instruments and changed it to the spare fuse provided in the rav 4. Speedometer dials and fuel dial starts working as soon as engine is started, but as soon as I close the hood, the dials all stop working again. If I raise the hood, reset the fuse again, turn the engine on and then close the hood, the instruments work, but if I close the hood without the engine on, dials do not move.

Every time I make a trip now I have to go through the procedure once the engine is turned off.

Has anyone any ideas as to what could be causing this? Thanks.

    bad/loose electronics inside the cluster or loose/bad ground wire to cluster, more likely the former the fact that it's blowing fuses makes me think it's more likely the cluster itself than a loose ground.

    Thanks for your help, but the fuses are not actually blowing, they are still in tact and working. May be a loose wire, car has been in with toyota for two hours of checking but fault could not be located.
