GrandPrix paint peeling

Does anyone know if there have been any recalls, or if the dealer is responsible for peeling paint on this model car? We have a used 1990. Where could I look to find this info? Also have a problem of no air coming from dash vents.

    No recalls for peeling paint. General Motors's policy is to consider goodwill paint repairs for original owners up to 5 years.
