Cougar Electronic Cluster Message???

I'm having a problem with a 1990 Cougar. The electronic fuel gauge has started to display only the top and bottom 2 bars along with the letters CO. The manula says that this indicates some type of service need but my local Mercury dealer thinks that I should buy a new electronic cluster. Anyone out there have a suggestion for what CO stands for? The rest of the guages work normally.
