    Replacing larger engines w/ smaller turbo units often results in no improvement in real world fuel economy as the latter need to be revved to maintain similar expected performance

    Agreed. It seems that very few current vehicles with small turbo engines meet their fuel economy estimates - even when people try to drive economically.
