    Yes, that's how they intend it to work. According to pages 689 and 710 of your owner's manual, the low fuel warning comes on when there are 2.8 gallons of fuel remaining. I would guess yours comes on at twenty-something miles. So when you hit "0 miles," you should have around 2 gallons left. I routinely run my Lexus up to 40 miles after "0 Miles" is displayed. But if you're in hill country, you might want to be more cautious.
