This comes up in the UK remarkably often and always falls because not everybody lives in a city or has access to affordable and regular public transport. It also ignores industry's requirement for a workforce that is mobile at the drop of a hat. Unless world economic activity is reined in to late 1950s pace, it simply cannot happen.
