Braided Strap Between Starter and Solinoid: What Is It?

What's that braided strap between the starter and solenoid?

(The solenoid next to the starter, not the thing on the firewall or inner fender that is often called a solenoid (And why is it called a solenoid anyway? Does it have any moving parts? Isn't it a relay?)

Anyway, what happens if that strap gets broken?

Can it be replaced, or does one have to buy an entire starter if the braid corrodes and breaks? Autozone doesn't carry the part. It looks like it might come right off with one small bolt on the starter and a 13mm electrical connection on the solenoid.
