Air won't blow through defrost vent - '03 Explorer

I have a 2003 Explorer, when I turn the defroster on the air all comes through the front vent and none through the defrost vents. Any idea what would cause this? Kinda hard to drive in the winter in Missouri without a defroster...

    The door that directs the air to the windshield is known to break and fall out of place. The dash needs to be removed to service it.
