2014 Ford Focus Starting problems

My daughter bought a new 2014 Focus. The car has developed a strange problem. Upon turning the key, the starter turns for about 10-15 seconds before the car starts. It is an intermittent problem. I have experienced it myself twice when I had her winter tires installed. Has anyone had the same problem? What was the repair. My dealer has not been able to replicate the problem.
