Hesitation upon acceleration - '03 Navigator

I have a 2003 Lincoln navigator when you go to accelerate I have no power. Rpms sit at 2000 once you release the gas peddle let it sit then it will regain power this issue is intermittent. I have changed the fuel pump, spark plus. Position throttle sensor, and a few other things and I'm still having the same issue. Anyone possibly know what could cause this problem?
