2005 Prius starts but will only go 20 mph. What is wrong?

My 2005 Prius with 284k miles will start and run, but only at approximately 20 mph. All dash and indicator lights are flashing bright to dim and there is a whining noise. This all started while vehicle was being driven on icy, slippery roads. Any ideas as to what the problem is?
