Trying to replace my starter... - '01 Neon

I'm trying to replace my starter, but I can't reach the bottom screw because there is a big piece of metal sitting around it... It runs from under that ribbed hose thing, all the way to the underside... I removed all the screws from it, and tried to get it off, but it appears to have a lip hooking it on somewhere.
