Heated Steering Wheel - 2014 Regal

Is the heated steering wheel controlled by the outside air temp? Should it heat up no matter the outside temp? Or will it NOT heat up in warm weather? Nothing in the owners manual about this. Its in the 40s FH and it wont heat up but the light is on.
