I have a 2005 chrysler Pacifica and the main brake lights aren't working

Brake light on hatch works
Running lights work
L and R blinkers work
Clicking noise under shifter when brake is depressed.
Lower brakes lights do not work or brighten when running lights on
Any ideas? Uggh!
