98 Dodge Stratus, tires year old about 2000 miles on, drives like bad tire but feel and eyeballing not. Drive slow can feel increase in frequency of steer jerk as increase speed, plus noticed today looks like pieces of cheap hubcap broke away at edges. If not tire what other causes?

What have you done to diagnose? What speed do you feel this?

First, I'd get rid of the hubcap. It might be causing imbalance due to missing part.

Second, rotate fronts to rear to see if the sensation of a bad tire moves and
    the front smooths out.

Third, when putting front wheel on rear, spin it to see if the rim is out of round
or if the tire shows any unevenness such as tread separation or lumps.

Last, if the roughness stays on the front look at the CV joints for play and
inspect the hub bearing for play.
