Selling with incomplete buyer info on title

I'm selling a car, and a buyer wants me to sign over the title without filling in the sale price or his name or signature. He says he's going to fix up the car (it needs work) and then either give it to a family member or sell it. He doesn't want to pay the sales tax and title fee twice. Is it legal, on my part, to sign over the title without his information filled in? Possible repercussions? (in Massachusetts)
