Ford Explorer Sport Trac brakes

I have a 2007 Ford Explorer Sport Trac XLT 4X4 4.0. I just replaced all the disk brake pads. After removing the caliper bolts I was able to slide the top caliper sleeves in and out on all 4 of the calipers but the bottom sleeves were fixed. Is this how these brakes were engineered?

    No, they should slide freely. They have likely corroded and seized inside the calipers.
