Engine will not turn over
1999 dodge ram 2500 engine will not turn over.
Bench tested starter, starter is good. Checked power to starter relay, power is there. Replaced key ignition, still not working. Battery tested good, swapped out battery anyway, still not turning over. Voltage and ground to starter are good. Checked all fuses and relays..all good. When trying to start: all light indicators come on like normal but nothing happens when turn the key to the crank position. Coincidentally the headlights are having and issue: low beams work but when switch to hi beams they go off. Not sure if it is related to the starting issue or not.
