Bought brand new 2015 explorers. While air is on, air surges back and forth. Air goes off by itself

Bought brand new 2015 explorer. While air is on, fan surges back and forth. Air also shuts itself off and heat will come on even when all controls are off. Techs don't or won't fix. Help!

    My 2015 Ford Explorer's air quit blowing cold air at 6000 miles. Low on freon
