Having a problem with dash lights on a 2001 PT Cruiser

They are very bright after dark and can be adjusted with the dimmer, however they are nonexistent during the day. What tells the car when it is day or night and how can I override it ?

the sensor is located on the dash near the windshield make sure nothing is up there blocking it . like a sticker on the windshield or items sitting on the dash . im not sure on that year if you can over ride it look in the owners manual or Google your question . the sensor looks like a eraser on a pencil except its black .
