What would i need to replace both my driver and passenger windows do not go down, and how much do you think it would cost.

It has to be tested to prove what you need. It could be anything from a broken wire, to a switch, to both window regulators failing. Guesses without knowing what is wrong this time are more likely to be wrong than right.
