Tail lights won't work.

Since I'm new, I don't know if this has been addressed before. I have a 1999 Dakota extended cab 4WD with 5.2L. The tail lights won't work. I have replaced all 4 bulbs and pulled every fuse and checked them with a meter. The brake lights, turn signals, and back-ups work. In addition, none of the instrument panel lights are working either but I don't know if the two issues are related. Has anyone dealt with this problem?
