Surface rust in the engine bay - clean recommendation

Dear fellow members,
I need some help on some surface rust and small rust bubbles under the spray which are starting to occur around cavities and panel seams in the engine bay. An example is in the link provided here (surface rust indicated in red and bubbles in green) https://imageshack.com/i/exMIJxQpj I am in a dilemma if I should use a rust converter, POR-15, Dinitrol ML or any other solutions without making considerable works on this prestigious car (at least it is for me
) My aim is to cure the occurring surface rust and the bubbles and prevent them from getting worse but would like to avoid the sanding, prep work, primer, spray procedure. I am comfortable with applying black or other coloured rust converters or treatments on the current situation. In the meantime I have already applied engine oil between the seems as I read it helps a bit. Will POR-15 do the trick for both? Thanks all really appreciate valuable feedback.
