No response in Volkswagon area

I have a 2004 Turbo Beetle that has been off the road for a couple years due to engine problems. The car is up and ready to go however after I run it there is an electric motor humming in the engine compartment. It is not the cooling fan. If I leave it the battery will be run down dead. I can pull the fuse in the engine compartment on the battery box ( the one on the far left facing the car) and the sound shuts down even after I put the fuse back. If you restart the car the same problem occurs. I've checked everything I can think of with no solution. Anyone care to throw in their opinion? I'm open to suggestions for sure.

    Are you referring to a blower that directs cool air to the fuel rail after the vehicle is shut off?

    That's a new one on me It runs after I start the car and only shuts off if I unplug fuse on the engine side of the battery.
