Power windows and windshield wipers work with key out, and after 10 minute delay.

Help please!! The power windows and windshield wipers continue to work on my 02 Tahoe even after the key is out, the door is open, and the 10 minute delay. I have checked every fuse and relay and even replaced the BCM. Any one have any idea what could be causing this? It is causing my battery to drain terribly and die on me.

    The vehicle interface module (On Star) is also capable of commanding the retained power accessory system on. You may need a scan tool to see if it is staying active on the data bus.

    My vehicle is not equipment with On Star and the only codes it is throwing are completely unrelated. P0141 (O2 sensor) & P0178 (Flex Fuel sensor).

    I am not an electrical expert. But...

    I looked at what probably is the circuit diagram for the windows and for the wipers. The windows show the RAP 2 relay shown as inside on right of passenger compartment. That relay could be sticking on. If you are good with checking resistance or power with fused lines for safety you can work on the readings. Or try pulling that relay when things should be off.

    I see reference to a RAP relay fuse voltage at two places for the wipers--at the top of the circuit diagrams. That makes me want to check the RAP. Note there are two of them. One goes off with the ignitions switch as I read it and the second one is always HOT.

    If could be the ignition switch not turning off the power to the BCM to let it know the power is off so the BCM can wait 10 minutes to turn off the Retained Accessory Power (RAP) module. I attach a link to posts from someone who replaced the ignition switch (not the key lock cylinder--the electrical part).

    I am not sure I'm reading the circuit diagrams for the connection letting both windows and wipers work after the RAP(s) are supposed to be off. I am used to having the factory service manual where the connections are shown in groups and even then I likely might be wrong.

    As for the two RAP relays, they are different. But take a good look at the 2nd on and see if the part number is the same as some other relays in the center, such as compressor, horn, etc.. You may be able to swap that RAP relay with another relay to verify it's the problem, if it is.
