Sounds of belts slipping (?) around 65/70 mph

Sounds of belts slipping (?) around 65/70 mph. It only makes this noise around the 65/70 mph range on the highway, constant speed.

No grinding noises, but it almost sounds as if it's in the dashboard (which means, whatever is making this slipping noise, is closer to the dash vs. the front of the car).

Anyone else have this issue?

Mileage: around 209K. Timing belt and water pump were changed around 200K. Oil changed regularly. Serviced regularly.

    Since the road speed is a factor, it makes me wonder if you are actually hearing whistling sound from the air moving past the cowling or wipers.
