95 Blazer keeps bogging when steady speed and accelerating

When I hold it at a steady idle over 1500 rpm it bogs and jumps the rpms like crazy and starts bucking.  Also when I'm accelerating or at a steady speed it does it. I thought it was my idle air control valve but I just replaced it and it's still doing it. Any ideas on what it could be?

    possible clogged catalytic converter.
