Also, you really shouldn't honk at people going slowly, that about equates to the aggressive and moronic behavior known as tailgating. It's a public road, if you want a road where everybody HAS to drive the speed limit, build your own. Of course, if they're doing half the speed limit, they probably need an impeding traffic flow ticket or warning. You're not a police officer though, so stay out of it.
You shouldn't honk at bicycles or pedestrians either, unless you're giving a very short warning honk/tap (Hey, I'm about to pass you, just so you know). Maybe that's what you meant, but most people don't do this right. In most cases, a sharp horn will only serve to startle someone on a bike or walking, and can create a dangerous situation such as a bolt in the wrong direction or falling off the bike or weaving.
Lastly, are you really surprised that you shouldn't use your horn if you're angry? This basically falls in road rage. There are so many bad drivers on the road, you'll drive yourself insane if you get angry every time somebody does something wrong. Also, I still haven't seen one bad driver reflect on their mistake because somebody honked, usually they just get angry right back.
Sorry for being so "touchy-feely". I just prefer roadways where people can clearly communicate and aren't engaging in aggressive behaviors. Maybe I need to move to a big, traffic-congested city and grown up, right?
