Car does not start, makes whizzing? noise but will not turn over. Starter or solenoid?

have a 93 escort 1.9 wagon, couple days ago when went to start made weird whining/whizzing noise but started - twice but now only makes the noise and will not turn over starter or solenoid? Can't find my chilton's

    If the starter is spinning, the solenoid is likely ok. Your question isn't real clear but it sounds like the pinion isn't engaging..

    ok, pinion is that in the starter so would need to replace the starter or is it a completely separate piece, have to admit haven't heard of a pinion in relation to a starter - still bumbling though trying to do some of the simpler stuff myself instead of paying big monies to the auto shop =) appreciate the input for sure
