Legacy Fuel pump not kicking on

Just to start off with i am a novice with cars, engines, etc. I have a 1990 subarea legacy wagon with an EJ22 engine. I'm having problems with my fuel pump, i have replaced the relay checked the fuses and replaced the pump yet the pump will not kick on, can anyone please help me figure this out.
