97 Grand Voyager Speedo

When I start the van the speedo jumps to 15mph, in Park, Neutral, or in gear and remains +15mph over what ever speed I travel at (verified by GPS). With the ign switch off it returns to 0 and jumps to 15mph again when the ign is turned on again. Suggestions? TIA Clyde
