Lights on Fan knob doesn't start when turned on the headlights

I have 2012 Toyota Corolla S model. I noticed that lights in Fan knob doesn't start when i turned on the head lights. What could be the reason for that? Do i need to change/replace any cable? If yes then how? I never worked on electrical issue on the car before. Please suggest any idea.
