Could it be something other than the pcm

I have a 1993 Jeep Grand Cherokee and we have been having issues with it starting. It had a security system in it until we disabled it. We disabled it due to having to wait 45+ minutes for it to start. It would not allow the fuel pump to kick on. After disabling the security we still have issues with starting it due to fuel pump not kicking on. we have replaced the fuel pump and the fuel filter on our jeep with brand new parts. we were told it was the pcm module. any help would be greatly appreciated. Thanks
